Released in 1992 to 1995, taking up 18 volumes. Compared to the much wider scope of Part 3, Part 4 takes place entirely within the small town of Morioh, Japan in 1999. When Jotaro Kujo visits the town to meet his uncle, Josuke Higashikata, a man about ten years younger than him, mysterious events begin to occur and they discover the existance of the stand arrow, the mysterious item that gives a person worthy of having one a stand. And then Josuke and his friends must work together to discover the identity of a serial killer, who has been hidden in the sleepy town for a long time.
The illegitimate son of Joseph Joestar, Josuke Higashikata is a high school student in the town of Morioh. After making friends with Koichi and Okuyasu, he enjoys life, all the while taking down enemy stand users. His own stand, Crazy Diamond is a close range stand, but has the power to heal and restore people and objects back to their original forms. This power makes him very useful in a fight as he can heal his allies, but not himself.
Koichi Hirose is another student at the high school Josuke attends. After becoming friends with him, he is given a stand via the stand arrow. His stand, Echoes, has 3 different forms across the part, but he can switch to any of them at will once they evolve into the next Act. The first Act has the power to create sounds effects - the sound of words; the second Act has the power to put the property of the word on an object - the meaning of the words; and the third Act has the power to increase the weight of a thing through the 3: Freeze power - the weight of the words. Koichi himself starts off very meek, but becomes much stronger as the Part continues.
Okuyasu and his brother, Keicho, live close by to Josuke and is revealed they hold the stand arrow and are the reason Koichi and several others have stands. Okuyasu has a stand for himself as well, the incredibly power The Hand, a stand with the power to literally scrape away matter in order to bring people closer or to remove things from existance. However, Okuyasu is really stupid, so can't use this power to it's full extent, but is still a threat. After he and his brother are defeated, he joins Josuke's school and becomes good friends with him.
Returning from Part 3, Jotaro Kujo arrives in Morioh in order to look for his uncle, Josuke, who had been kept hidden from the family by Joseph, not willing to tell anyone that he had had an affair - nor did he know about Josuke. Jotaro in the timegap from Part 3 to Part 4 had gained a degree in Marine Biology, as well as get married and father a child, but Star Platinum had lost some of it's power, namely, Star Platinum The World, Jotaro's own time stop ability he learnt from DIO was much weaker than in Part 3. Jotaro sticks around in order to help the teens deal with the enemy stand users.
The manga artist of the acclaimed Pink Dark Boy series, Rohan Kishibe moves back into Morioh after living elsewhere. After using Koichi to remove his memories to write better arcs but then being defeated by Josuke, Rohan eventually becomes good friends with Koichi and meets the ghost of Reimi Sugimoto, his baby sitter who saved him from being killed by the same serial killer that killed her, Rohan agrees to track down the killer of her to bring her to rest. While Rohan remains good friends with Koichi, he also remains antagonistical to Josuke.
Yukako Yamagishi is another student at the high school most of the cast of Part 4 attends. After falling in love with Koichi to a terrifying degree and becomes his stalker and eventually kidnaps him, causing Koichi to develop Echoes Act 2. Yukako's own stand, Love Deluxe is an extension of her hair, allowing her to have complete control over her own hair allowing her to pick things up with it.
Shigekiyo Yangu, known to most as Shigechi, is a greedy young teen who loves money. His stand, Harvest, is a 500 strong army of very weak gatherers, but each one can collect an individual item with some aspect of free thought. Shigechi mostly uses their power to gather low amounts of money, as well as lottery tickets as per the suggestion of Okuyasu and Josuke, who become his friends in a get-rich-quick scheme. But once they win the lottery, Shigechi becomes a lot more hostile and not willing to share the money they won. Shigechi also places his love for his family above almost all other things.
Akira Otoishi steals the stand arrow from Keicho Nijimura after he is defeated. His stand, Red Hot Chili Pepper, has the power of electricity control and can travel through electric wires, even dragging people with it. Akira uses the stand arrow on a number of people, and once he is defeated, Josuke and Jotaro have to clean up after the number of stands he creates. Akira is also a musician, and wants to be a rock star.
Despite having been murdered a number of years prior to Part 4, Reimi Sugimoto stuck around in Morioh in order to try and seek justice for her and the numerous other people that were killed by the serial killer. While having no powers herself, she is friendly and guides people out of the Ghost Girl's Alley, which can only be seen by stand users and other ghosts, just like herself.
Yoshikage Kira just wants to live a quiet life. But that is difficult, considering he is a serial killer hidden in plain sight. The one who killed Reimi Sugimoto and many others, he develops a stand at some point in the past - Killer Queen. Killer Queen's first bomb allows Kira to turn anything Killer Queen touches into a bomb, which can then be detonated, completely destroying what has been destroyed. Killer Queen's second bomd, Sheer Heart Attack is a pursuit bomb that relentlessly chases the hottest thing in the area until it is destroyed. Sheer Heart Attack has no weaknesses, and can't be destroyed either, making it a terrifying stand. Towards the end of the part, Kira develops Killer Queen's Third Bomb, Bites the Dust, a bomb that Kira can place on a target that traps that target in a time loop any kills anyone who tries to discover his identity via that target, even if they don't ask in that version of the events but have done in the past they will still die. Yoshikage Kira is certainly one fearsome opponent, even though he looks very unassuming.
